Concept to Completion - Planning Application through to Plant
Operation (UK)
A Client wished to build a treatment
plant in South Wales for tankered liquid wastes. An initial
design had been prepared by others. The plant was designed
to be fully enclosed, odour controlled and to visually match
the other buildings in its locality. But planning permission
had been refused.
We were retained in 1991 to review the design and suggest
improvements to both the internal layout and the equipment.
Dr Paxton acted as an expert witness during the subsequent
planning appeal explaining the high safety and plant integrity
standards and other virtues of the design, plus the benefits
to industry in the area. Risks to the surrounding area were
examined, assessed and put into perspective. As a result of
the appeal, planning permission was granted.
The Waste Management Licence also became the subject of an
appeal in 1995. We provided all the technical support to this
process and a licence was issued in almost exactly the form
that we put forward.
Following the successful planning appeal, we undertook the
detailed design, prepared the tender specification and provided
technical assistance throughout construction, commissioning
and operator training, which was completed at the end of 1995.
